Non-pressure and low-pressure vessels used for storing flammable liquids
Equipment subject to technical inspection
Non-pressure and low-pressure vessels (with overpressure not exceeding 0.5 bar) used for storing flammable liquids are subject to technical inspection if the following criteria are met:
vapour pressure at 50 °C < 3 bar
flash point not exceeding 61 °C
the substance is not entirely gaseous at 20 °C and a standard pressure of 1.013 bar (101.3 kPa).
Exceptions:
vessels in power supply systems for vehicle combustion engines, •vessels with a volume not exceeding 1 000 dm3,
vessels used for transporting flammable liquids,
holding vessels not used for storage,
vessels used for storing flammable liquids in quantities necessary for the needs of the entity storing these liquids, especially canisters and drums,
disposable packaging used for storing and transporting flammable liquids,
non-pressure and low-pressure vessels with a pressure not exceeding 0.5 bar (50 kPa) used for storing poisonous or caustic hazardous materials.

Required technical documentation
Certification from the manufacturer of the vessel – a document certifying that this vessel was manufactured and tested in accordance with technical documentation and conditions set out in the licence to manufacture.
A description of vessel operation, together with data on accessories and power sources (application).
A diagram of connections to compatible equipment.
Data on corrosion protection, including a description of a cathodic protection system for underground vessels, if it is to be used.
A vessel location plan, taking into account the location of nearby buildings and equipment.
Reports on leak tests and microbiological resistance tests for lining or protective coating, if such tests are required for the technical documentation.
An operating manual for the vessel, which should include:
the characteristics of the vessel,
a description of filling, storage and emptying operations,
occupational health and safety rules, with a special focus on the medium in the vessel and microbiological contamination,
requirements, set out in separate provisions, for protection against explosions and fire and environmental protection, suitable for the working medium,
requirements for the operation of equipment for securing vessel maintenance operations, including how, how often and to what extent lining and coating are to be checked and how often corrosion checks are to be conducted,
requirements for the qualifications of persons responsible for supervision and persons operating and maintaining the vessel, and the procedure to be followed in cases where damage or irregularities occur during the operation of the vessel,

Each technical equipment is designed and manufactured in such a way as to minimize the risks associated with its operation to the level of acceptable risk. In the EU, this is regulated by the regulations implementing community directives. However, in the operation phase, when the equipment is in the hands of particular persons, when it requires ongoing maintenance, and its individual components are subject to wear, hazards may arise.
Technical inspection is defined by the act and is aimed at the safe operation of technical equipment.
Technical equipment posing a threat to human life or health and to property or environment, by expanding liquids or gases under increase of pressure, releasing potential or kinetic energy when moving people or loads within a limited range and spreading hazardous materials during their operation, storage or transport is being subject to technical inspection.
